Dr. Debra “Deb” Nussbaum is a Sr. Director for Behavioral Health Evidence Based Services and National
SUD strategy lead for Optum. Optum is the behavioral health specialty arm of United Healthcare Insurance Company. Deb has been in a clinical leadership role for Optum since 2010 and has led behavioral product design, network development, facility clinical vetting and substance use disorder
(SUD) initiatives since 2013. Deb’s products within Optum are designed to improve access to evidence based services, such as the adoption and roll out of the American Society of Addiction Medicine (ASAM) criteria, expansion of Optum’s MOUD/MAUD network, implementation of the 24/7 SUD helpline and development of alternative payment and value based models of care. Deb also leads parity compliant benefit design initiatives for customers looking to address specific utilization trends for their population. Deb’s clinical background is in substance use treatment, family services and was an addictions counselor prior to earning her PhD. She is also an LCSW licensed in Florida and in New York. Deb sits on many committees within ASAM and is an advocate for evidence based care at the federal level championing SUD legislation.

Pete Nielson

Pete Nielsen is the President & Chief Executive Officer for the California Consortium of Addiction Programs and Professionals (CCAPP), CCAPP Credentialing, CCAPP Education Institute, and the National Behavioral Health Association of Providers (NBHAP). CCAPP is the largest statewide consortium of addiction programs and professionals, and the only one representing all modalities of substance use disorder treatment programs. NBHAP is the leading and unifying voice of addiction-focused treatment programs nationally. Mr. Nielsen has worked in the substance use disorders field for 20 years. In addition to association management, he brings to the table experience as an interventionist, family recovery specialist, counselor, administrator, and educator, with positions including campus director, academic dean, and instructor.

Mr. Nielsen is the secretary of the International Certification and Reciprocity Consortium, and the publisher for Counselor magazine. He is a nationally known speaker and writer published in numerous industry-specific magazines. Mr. Nielsen holds a Master of Science in Counseling Psychology and a Bachelor of Science in Business Management.

As the lead author of The Clinician’s Handbook on Measurement-Based Care (American Psychiatric Association), she has established a gold- standard framework that empowers clinicians and psychiatric providers to use data not just for tracking, but for deepening the therapeutic alliance and telling the compelling story of patient progress.

Throughout her career, Dr. G has developed and implemented value-added systems for integrative mental health, the adoption of neuropsychophysiological therapy within behavioral health care, and more recently, for measurement-based care and outcomes initiatives across several leading treatment organizations. She has also served as an advisor to various application start-ups focused on these processes. She is a dedicated advocate and methods
